Higgins, et al. , Case No. CIV-S- <br /> 91-760 DFL (GGH) : Letter Report Submitted Pursuant to <br /> Permanent Injunction <br /> Dear Interested Parties: <br /> This information is provided pursuant to section IV(A) (1) (f) and <br /> IV(F) (Letter Reports) of the Permanent Injunction Governing <br /> Investigation, Monitoring, and Testing of Hazardous Substance <br /> Contamination at and Emanating from Lincoln Center ("Permanent <br /> Injunction") issued by Judge Levi, and filed on August 16, 1993 . <br /> Since the last Letter Report of December 1, 1993 , comments have <br /> been received on the Draft Workplan for Environmental <br /> Investigation, Monitoring, and Testing of the Hazardous Substances <br /> Perchloroethylene (PCE) , Trichloroethylene (TCE) , 1-2 <br /> Dichloroethylene (DCE) , and Vinyl Chloride at and Emanating from <br /> Lincoln Center ("Draft Workplan") distributed pursuant to the <br /> Permanent Injunction on October 15, 1993 . <br /> Pursuant to the Permanent Injunction, section IV(A) (4) (b) (2) , the <br /> public comment period remained open for a period of 30 days (from <br /> October 15, 1993 to November 15, 1993) . No comments on the Draft <br /> Workplan were received during that period. <br /> Under section IV(A) (4) (b) (1) of the Permanent Injunction, the <br /> designated Public Agencies were provided a 50 day period to comment <br /> on the Draft Workplan, commencing on October 15, 1993 , with the <br /> submittal of the Draft Workplan, and ending on December 5, 1993 . <br /> As the Lead Public Agency for the site, the Regional Water Quality <br /> Control Board - Central Valley Region, submitted comments on the <br /> Draft Workplan. Site Project Manger, Mike Bonkowski of Bonkowski <br /> & Associates, and Remedial Liaison Counsel, Pat Riddle met with the <br /> Staff of the Board to discuss the Board's comments and how those <br /> comments would be incorporated into the Final Workplan. <br /> Plaintiff LPL, through the Site Technical Coordinator, Dr. Anne <br /> Farr, and Kennedy/Jenks submitted its comments on the Draft <br /> Workplan on December 27, 1993 . LPL's comments were the subject of <br /> discussion in a meeting with Judge Weinstein on January 12 , 1994, <br />
