LVC must comply with State Water Resources Control Board (State Board) Resolution No. <br /> 68-16, the Anti-Degradation Policy, which requires that the existing high quality of the <br /> state's waters be maintained. Therefore, maximum containment levels will not be the initial <br /> cleanup goals. <br /> 8.
