PHS/EHD has prepared the following comments for your
consideration. PHS/EHD comments have been referenced by draft work plan volume,
section and/or page.
Volume I - Text. Tables Figures and Appendices A B
Acronyms and Terms List
ug/kg should have been designated as micrograms per kilogram.
LVMD should have been designated as Lincoln Village Maintenance District.
2.3.1 Site History
Three different dry cleaning operations were established; however, currently there
are only two operating dry cleaners. Norge Cleaners operated between 1959 and
1987. Finest Care Cleaners operated between 1966 and continues to operate.
Village Cleaners operated between 1979 and continues to operate. The statement
that Village Cleaners took over the third existing dry cleaning operation, infers that
at the same location that the Village Cleaners is currently operating, another dry
cleaning operation existed. Please provide the identity of the business in operation
prior to Village Cleaners' operation at the site.
2.3.2 Initial Investigation s
Some confusion may result with reference to the name of PHS/EHD. In 1984,
PHS/EHD was known as the San Joaquin Local Health District (SJLHD). In 1989,
the SJLHD became part of San Joaquin County Health Care Services and was
named Public Health Services Department. Environmental Health is a division of the
Public Health Services Department.
2.3.3 Phase I Investigation
The acronym usually associated with the City of Stockton is COS rather than CS.
Also, as part of Title 22 requirements, the City of Stockton municipal wells have
been tested more recently than 1993.
A Division of San Joaquin County Health Care Services
