Jun 17 ,96 9 :09 No .011 P .02 <br /> LINCOLN CENTER FACT SHEET <br /> STOCKTON, CALIFORNIA <br /> FACT SHEET NO. 1 JUNE 1996 <br /> INTRODUCTION <br /> This fact sheet provides background information and a status <br /> update on environmental investigations at Lincoln Center in <br /> Stockton,California(Figure 1).A draft Work Plan for -- - <br /> environmental investigation has been prepared.It describes a t <br /> program to investigate and clean up detected hazardous <br /> substance contamination in soil and groundwater that is <br /> associated with historical dry cleaning operations at Lincoln i <br /> Center. <br /> w <br /> Tctrachlorocthene(PCE),achemical commonly used in dry f i LttYCOlrt C6r1T1Llt <br /> cleaning,and its degradation products,trichloroethene - + <br /> (TCE)and 1,2-dtchloroethene(1,2-DCE),have been r i <br /> detected in soils beneath buildings and paved areas at t <br /> Lincoln Center.These soils are inaccessible to Lincoln <br /> Center merchants and the public.Dry cleaning contamina- <br /> tion has also been detected in groundwater beneath Lincoln <br /> Center.Municipal groundwater supply wells currently in d <br /> use in the area have not been affected by such contamination. " <br /> The draft Work Plan is available for public common[from <br /> a: d <br /> June 3 through July 5. 1996,at the Margaret Troke Branch .A <br /> of the Stockton Public Library(502 Benjamin Holt Drive, <br /> Stockton.California)and at the Stockton Main Library(605 ' <br /> North EI Dorado,Stockton,California).A public meeting to <br /> discuss and receive comments on the draft Work Plan is <br /> scheduled for Wednesday,June 19, 1996,from 6:30 p.m.to <br /> 7:30 p.m.at Zion Lutheran Church Social Hall,808 Porter <br /> Avenue in Stockton. <br /> SITE BACKGROUND <br /> Since the late 1950s,several dry cleaning businesses have operators of the three dry cleaning facilities(the Settling Dry <br /> operated at Lincoln Center at various times from three Cleaning Defendants or"SDCDs")to investigate and clean <br /> different storefronts. Past dry cleaning waste-handling up the dry cleaning contamination.(Lincoln Properties.Ltd. <br /> Practices included the customary and standard disposal of v.Norman Higgins,et al.,Case No.CIV-S-91-760 DFL <br /> waste-water containing dissolved dry cleaning fluids into the [(.iGH)[F.D.Cal.)[Levi,J.J) As a result of that litigation, <br /> sanitary sewer lines connected to each of the facilities.(Such the United States District Court,Eastern District orcahlor- <br /> waste-disposal practices are no longer employed at the two nia("the Court")ordered the SDCDs to investigate and <br /> dry cleaning facilities currently operating at Lincoln Center.) clean up the contamination under the direction of LPL and <br /> Spills of dry cleaning fluids also occurred historically within the Regional Water Quality Control Board,Central <br /> each of the facilities.These historical wastc-disposal Valley Region(RWQCB).To comply with the Court's <br /> practices and spills resulted in the contamination of soil and orders,Levine-Fricke,Inc.("lcvinvFricke"),the Site <br /> giouudwatcr beneath Lincoln Center.
