TO ALL INTERESTED PARTIES <br /> IDENTIFIED ON ATTACHED LIST <br /> February 29, 1996 <br /> Page 2 <br /> Designation of New Site Project Manager <br /> On January 12 , 1996, Mr. Thompson provided notice of <br /> his intent to substitute Donald T. Bradshaw, R.G. of Levine- <br /> Fricke as the SDCDs, Site Project Manager in lieu of Jeffrey T. <br /> Lawson of Environmental Project Control (EPC) . On February 12 , <br /> pursuant to the Permanent Injunction, LPL formally objected to <br /> the Levine-Fricke designation, based primarily on their claim <br /> that a conflict exists at another northern California site where <br /> Levine-Fricke had been retained. The SDCDs and LPL are currently <br /> attempting to resolve the matter, however, all Parties have <br /> agreed that the resolution process will in no way be allowed to <br /> delay site assessment or remedial activities. Levine-Fricke will <br /> continue to conduct work at the Site until the matter is <br /> resolved. <br /> Pursuant to the First Final Consent Decree, Order, <br /> Judgment and Reference to Special Master lodged with the Court on <br /> January 18 1996, Mr. Lawson of EPC continued to serve as the Site <br /> Project Manager on behalf of the SDCDs until February 26, 1996. <br /> On February 27, 1996, Mr. Bradshaw of Levine-Fricke became the <br /> new Site Project Manager, pending resolution of the conflict <br /> issue. Mr. Bradshaw will continue to serve as Site Project <br /> Manager unless and until ordered otherwise by the Special Master <br /> or the Court. <br /> On-going Data Collection Activities <br /> 1. November 1995 and December 1995 Groundwater Monitoring <br /> Events <br /> On November 15 and December 14 , 1995, groundwater level <br /> data were collected at the Site. Between the period November 15 <br /> through 17, 1995, groundwater samples were collected in <br /> connection with the Fourth Quarter 1995 Quarterly Groundwater <br /> Monitoring event. On February 26, 1996, EPC issued to the <br /> Regional Water Quality Control Board, Central Valley Region and <br /> others the Fourth Quarter 1995 Quarterly Groundwater Monitoring <br /> Report. The report documents data collected during the November <br /> 1995 groundwater level measurement and the December 1995 <br /> groundwater level measurement and sampling events. <br /> SPL 45232 526 SP61644.1 <br /> 2/29/96 6:17pm <br />
