Donovan <br /> Riddle& Isola Zevnik, Horton, Guibord& McGovern <br /> 7488 Shoreline Drive, Suite B-1 620 Hansen Way, Suite B <br /> Stockton, CA 95219 Palo Alto, CA 94306 <br /> QUARTERLY GROUND WATER MONITORING PLAN, LINCOLN CENTER, STOCKTON, <br /> SAN JOAQUIN COUNTY <br /> We have reviewed the Quarterly Ground Water Monitoring Plan prepared by Environmental Project <br /> Control for the Lincoln Center site in Stockton. The plan states that there are 15 existing monitoring <br /> wells at the site and that all of the wells will be included in the ground water monitoring plan along with <br /> any wells installed in the future. The ground water samples will be analyzed for volatile organic <br /> compounds using EPA Method 8260. Quarterly monitoring reports will be submitted to the Board on <br /> the last day of the month of each quarter(i.e. March 30, June 30, September 30 and December 30). <br /> Each quarterly report should include a ground water contour map and contaminant concentration maps, <br /> the status of any ongoing investigation and remediation, and in tabular form, the water quality data, depth <br /> to ground water, and free product thicknesses (where applicable). An annual report evaluating the <br /> effectiveness and progress of investigation and remediation should be submitted to the Board by 30 <br /> January of each year and may be substituted for the fourth quarter monitoring report. The report should <br /> contain at a minimum the following information: both tabular and graphical summaries of the monitoring <br /> data obtained during the previous year; ground water contour maps and contaminant concentration maps, <br /> spatial and temporal trends in the concentrations of the pollutants in ground water monitoring wells; <br /> whether the contaminant plume is being captured by an extraction system or is continuing to spread; plans <br /> as needed for improving any ground water extraction or treatment system; and the anticipated date for <br /> completion of cleanup activities. The annual report also should include the reasons for and durations of <br /> all interruptions in the operation of any treatment systems. <br /> Based on the data from the previous year, the annual report should identify data gaps and potential <br /> deficiencies/redundancies in the monitoring system or reporting program and propose any necessary <br /> revised ground water sampling plan frequency and analyses with the rationale for the proposed revisions. <br /> The results of any monitoring done more frequently than required at the locations specified in the <br /> monitoring plan should also be reported to the Board. Since monitoring is just beginning and the current <br /> phase of investigation has not yet begun, no annual report is necessary for 1995. <br />
