r <br /> L01 Levine•Fricke•Recon <br /> ENGINEERS,HVDROGEOLOGISTS 8 APPLIED SCIENTISTS <br /> October 31, 1997 - 4111.90-001 <br /> via U.S. mail <br /> TO: PARTIES ON THE ATTACHED DISTRIBUTION LIST <br /> Subject: Bimonthly Letter Report for August 1 through September 30, 1997, Lincoln Center, <br /> Stockton, California <br /> Dear Interested Parties: <br /> On behalf of the Settling Dry Cleaning Defendants (SDCDs), Levine-Fricke•Recon Inc. presents this <br /> letter report summarizing activities for the period of August 1 through September 30, 1997 ("the <br /> bimonthly period") at Lincoln Center, located in Stockton, California ("the Site," as defined in the <br /> "First Final Consent Decree Order, Judgment and Reference To Special Master," filed with the <br /> Court on January 19, 1996). The information in this letter report is provided pursuant to <br /> Sections IV(A)(1)(f) and IV(F) of the "Permanent Injunction Governing Investigation, Monitoring, <br /> and Testing of the Hazardous Substance Contamination at and Emanating from Lincoln Center and <br /> Order of Reference to Special Master," issued by Judge Levi of the United States District Court, <br /> Eastern District of California, and filed on August 16, 1993. <br /> Ongoing Data Collection Activities <br /> The following data collection activities were conducted at the Site during the bimonthly period: <br /> • Fluid levels were measured in Site monitoring wells on August 18 and September 15, 1997. A <br /> summary of groundwater elevation data for these months is presented on Table 1. <br /> • Groundwater samples were collected from Site monitoring wells from August 19 through 25, <br /> 1997. Analytical results of these samples will be presented in the third quarter 1997 <br /> groundwater monitoring report to be submitted to all parties on November 15, 1997. <br /> • Monitoring well MW-8 was repaired on August 27 and 28, 1997. This well was inadvertently <br /> damaged during surface repaving in the area. <br /> • Monitoring wells MW-108A, MW-205B, and MW-301C were installed on the Pacific Avenue <br /> frontage road east of Lincoln Center in the vicinity of the Bank of Stockton from August 1 <br /> through 26, 1997 (see Figure 1 for locations). <br /> • Newly installed A-zone monitoring well MW-108A (near the Bank of Stockton); B-zone wells <br /> MW-204B (in the Thrifty/Payless parking lot at Lincoln Center) and MW-205B (Bank of <br /> Stockton); and C-zone well MW-301C (Bank of Stockton), were developed and sampled from <br /> September 8 through 11, 1997 (see Figure 1 for locations). <br /> • Cone penetrometer testing (CPT) and push-in polyvinyl chloride piezometer (PIPP) borings <br /> were advanced and groundwater samples were collected at source area locations on Lincoln <br /> 1900 Powell Street, 12th Floor, Emeryville, California 94608-1827 • (510) 652-4500 • fax(510) 652-2246 • Offices Worldwide <br />
