Lincoln Village Shopping Center - 2 - <br /> Stockton, <br /> 2 -Stockton, San Joaquin County 5 August 2014 <br /> Based on the above information, the Central Valley Water Board staff finds that the impacted <br /> onsite source area soils have been satisfactorily mitigated and no longer present a threat to <br /> human health or the environment. Since the onsite source area soils were adequately <br /> characterized before, during, and after remediation, and the Trust completed remedial actions in <br /> accordance with staff-approved work plans and under the observation of Central Valley Water <br /> Board staff, the onsite source area soils warrant a NFA determination. <br /> Issues <br /> PCE was released to soil and groundwater from spills that occurred during operations and <br /> through breaks in sanitary sewer lines that serviced former dry cleaning facilities at the Site. <br /> PCE and degradation products are the primary constituents historically reported in the <br /> groundwater, soil, and soil vapor at the Site. Multiple phases of interim remedial activities have <br /> been implemented at the Site to reduce the concentrations of PCE and degradation products in <br /> Site soils and groundwater. Remediation and monitoring activities to reduce PCE and <br /> degradation products in groundwater are ongoing. <br /> Setting <br /> The Site is a retail shopping center of approximately 30 acres that is bounded on the west by <br /> Gettysburg Place, on the east by Pacific Avenue, on the south by Douglas Avenue, and on the <br /> north by Lincoln Elementary School. Benjamin Holt Drive runs east-west through the middle of <br /> the Site. <br /> Source <br /> Historical waste disposal practices and documented spills from dry cleaning facilities resulted in <br /> the contamination of soil and groundwater beneath the Site. <br /> Actions <br /> To date, several investigations and five phases of interim remedial actions (IRAs) have been <br /> implemented at the Site to reduce the concentrations of PCE and degradation products in Site <br /> soils and groundwater. <br /> • 1998 to Present: Groundwater Extraction & Treatment (Phase 1 IRA — ongoing) <br /> • 1999 to 2011: SVE (Phase 2 IRA) <br /> • 2002 to Present: Groundwater Extraction &Treatment Expansion (Phase 3 IRA — <br /> ongoing) <br /> • 2007 to 2009: Air/Ozone Sparging (Phase 4 IRA) <br /> • 2007 to 2008: Enhanced Reductive Dechlorination (Phase 5 IRA) <br /> Mass Removed <br /> Approximately 7,500 pounds of PCE have been removed from the source area soils. <br /> Extent Defined <br /> Yes. The extent of contamination in onsite source area soils are sufficiently defined and <br /> remediated. Remaining levels of PCE and any degradation products in groundwater are being <br />
