' Levine-Fricke-Recon <br /> Section: 1 <br /> Date Initiated:September 23, 1996 <br /> Revision No.: 1 <br /> Date Revised:August 21, 1998 <br /> Page 1 of 34 <br /> 1.0 GENERAL <br /> This Health and Safety Plan (HSP) has been developed for use during the field <br /> ' - investigation and remediation activities to be conducted at the Lincoln Center site in <br /> Stockton, California (see Section 2). It meets the requirements for a Health and Safety <br /> Plan pursuant to Section IV.A.2. of the Permanent Injunction (Appendix G to the <br /> ' RI/FS Work Plan). All activities conducted at the Lincoln Center site shall be in <br /> compliance with the CERCLA, including the NCP; applicable Occupational Safety and <br /> Health Administration (OSHA) regulations, particularly those in Title 29 Code of <br /> ' Federal Regulations (CFR) 1910.120 and Title 8 California Code of Regulations <br /> (CCR) 5192; and other applicable federal, state, and local laws, regulations, and <br /> statutes. <br /> ' This HSP addresses the potential hazards associated with planned field activities at the <br /> Site. It presents the minimum health and safety requirements for establishing and <br /> ' maintaining a safe working environment during the course of work. This HSP covers <br /> field activities related to all field investigations including treatability study tests, <br /> interim removal or remedial actions, and final remedial actions at the Site. Tasks may <br /> ' include taking soil and groundwater samples, installing wells, measuring fluid levels, <br /> observing site conditions, installing remedial systems, and overseeing the work of all <br /> subcontractors. <br /> ' In addition to the procedures and safeguards outlined in this HSP, all <br /> Levine-Fricke-Recon Inc. (LFR) personnel and subcontractor employees shall follow <br /> ' all applicable federal, state, and local regulations. In the event of conflicting <br /> requirements, the procedures or practices that provide the highest degree of personnel <br /> protection shall be implemented. Deviations from this HSP must be approved by the <br /> ' LFR Director of Health and Safety before implementation. <br /> If RI/FS Work Plan specifications change during or after the preparation of this HSP, <br /> or if site conditions encountered during the course of the work are found to differ <br /> substantially from those anticipated, the LFR Director of Health and Safety shall be <br /> informed immediately, and appropriate changes will be made to this HSP. , <br /> At a minimum, all of the contractor's and subcontractor's employees working on site <br /> must: <br /> . Have read and understood the requirements contained in this HSP. <br /> .
