(Geosyntec) is submitting this soil vapor extraction system (SVE) <br /> System Optimization and Confirmation Soil Sampling Work Plan (Work Plan) on behalf of the <br /> Lincoln Center Environmental Remediation Trust("the Trust") for the Lincoln Village Shopping <br /> Center in Stockton, California (Site). This Work Plan describes the additional activities <br /> requested by the Central Valley Regional Water Quality Control Board (CVRWQCB) at recent <br /> meetings (on September 4 and September 28, 2012). The objectives of these additional <br /> activities, as described in this Work Plan are to confirm that the SVE system has been fully <br /> optimized and to collect additional soil vapor confirmation samples necessary to demonstrate <br /> that the active remediation of Site soils has been completed. Further, we understand that the <br /> CVRWQCB is requiring this work be completed before further review and approval of the soil <br /> closure request can be considered. <br /> Project Background <br /> In August 2009, Arcadis submitted a work plan for closure of the Phase II and the Phase IV <br /> interim remedial actions (IRAs), including a plan to perform a rebound test on the soil vapor <br /> extraction (SVE) system and conduct an analysis of tetrachloroethylene (PCE) concentrations <br /> remaining in soil gas and groundwater. Based on the results of this work, Arcadis formally <br /> requested approval to permanently discontinue SVE and air/ozone sparging activities in a report <br /> submitted in August 2010.
