TOSCO#02479 (formerly Thrifty #172) SITE CODE: 1227 <br /> 7647 Pacific Ave. <br /> Stockton, CA. 95207 <br /> In a meeting held on November 19, 1998, San Joaquin County Public Health Services, <br /> Environmental Health Division (PHS-EHD) and Thrifty Oil Company (TOC) agreed on the <br /> following details. <br /> The Corrective Action Plan (CAP) submitted on September 23, 1998 is incomplete and will have <br /> to be submitted after further site investigation has been completed. Further investigation is to <br /> include, but is not limited to, a vertical soil and groundwater investigation to 70 feet below ground <br /> surface in the area of MW-11. The existing conductor casing(s) may be used for the soil <br /> boring(s). Deep soil and/or groundwater contamination discovered in this investigation is to be <br /> laterally delineated also. A workplan for this investigation is to be submitted immediately- <br /> MW-7 appears to be silted up and will require re-development. If this monitoring well can not be <br /> brought back into service, a plan to destroy it and replace it will be submitted to PHS-EHD. <br /> A groundwater extraction/pump test is to be conducted on site in preparation for supporting CAP <br /> conclusions that this method is effective for depth to groundwater control. An agreement has <br /> been made between PHS-EHD and TOC that states if the groundwater depth cannot be <br /> controlled by the "pump and discharge" method, then other cost-effective alternatives for <br /> groundwater remediation will be submitted to PHS-EHD in the revised CAP. <br /> All well heads and traffic boxes are to be repaired, properly sealed, and re-surveyed. A new site <br /> map that details all wells and traffic boxes located on site is to be submitted to PHS-EHD. <br /> All reports submitted to PHS-EHD are to include a conclusion and recommendation section. <br /> Thank you for your attendance and cooperation at the meeting.
