TOC (Thrifty Oil <br /> Company) is to provide data that shows the most cost-effective remedial method based upon <br /> field and feasibility tests performed on existing or newly installed equipment. Complete costs <br /> and a time schedule are to be included in the CAP". <br /> On September 23, 1998, Thrifty Oil Company submitted the "Soil and Groundwater Corrective <br /> Action Plan". After reviewing the document, PHS-EHD has concluded that this CAP is <br /> inadequate and incomplete also. Missing from the CAP is a feasibility study for the only <br /> groundwater remedial alternative you discussed. By proposing only "pump and treat" from MW- <br /> 11, you have failed to provide the required two alternatives as directed by PHS-EHD. <br /> In order to discuss your failure to comply with directives issued by PHS-EHD, a meeting has <br /> been scheduled for November 17, 1998 at 2 p.m. in Room 307 at the address noted in the letter <br /> head. <br /> You may contact Michael Infuma at (209) 468-3454 during normal working hours should you <br /> have any questions. <br /> Donna Heran, REHS, Director <br /> Environmental Health Division <br /> Michael J.
