Station #172 SITE CODE: 1227 <br /> 7647 Pacific Ave. <br /> Stockton, CA., 95207 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS-EHD), <br /> has reviewed the "Workplan for Corrective Action" received September 24, 1997 and <br /> has the following comments. <br /> Of the three remedial alternatives submitted to PHS-EHD as cost-effective methods for <br /> restoring or protecting the beneficial uses of the groundwater, only in-situ vapor <br /> extraction appears to be the most viable. <br /> Part of the review process for PHS-EHD in evaluating remedial alternatives includes <br /> actual cost comparison. Missing from your workplan was the estimated costs and the <br /> time schedules for set up and expected duration of equipment operation time. This <br /> schedule and the estimated costs are to be submitted for evaluation by PHS-EHD. <br /> Thrifty Oil Company (TOC) noted "if the hydrocarbon concentration(s) in the soil on site <br /> are reduced by vapor extraction, it is reasonable to assume the hydrocarbon <br /> concentrations in the groundwater would be reduced." In order to verify this <br /> supposition. PHS-EHD will require confirmation soil borings during the vapor extraction <br /> process. If the reduction of the soil contamination does not reduce the petroleum <br /> concentration levels in the groundwater, additional remedial efforts will be required that <br /> address petroleum concentration reduction in the groundwater. <br /> In addition, the required confirmation borings should include the collection of soil <br /> samples from depths below ground surface known to be where the historical low depth <br /> to water was during the underground tank's (UGT) presence onsite. All soil samples at <br /> this historical low depth to groundwater should be analyzed for TPH-G, BTEX, and at <br /> least five of the seven oxygenates by EPA Method 8260. If methanol or ethanol were <br /> known to be constituents of the gasoline TOC stored in the UGTs, PHS-EHD will require <br /> analytical testing for these constituents also. <br /> A Division of San Joaquin County Health Care Services <br />
