THRIFTY OIL CO.
March 3, 1995 ?
DCP
Mr. Michael J. Infurna Jr.
Public Health Services/Environmental Health Division
County of San Joaquin
PO Box 2009 (1601 E. Hazelton Ave.)
Stockton, California 95201
RE: Thrifty Service Station 172
7647 Pacific Avenue
Stockton, California
Dear Mr. Infurna:
In response to your letter and attachments (dated January 10, 1995), I am writing to inform you
of Thrifty Oil Company's commitment to addressing your concerns. Your letter indicates that
the second phase of work described in the Workplan was approved by PHS/EHD and should
be implemented as soon as possible. In response we have submitted an Addendum to the
Workplan to your office(see attachments) that describes the intended scope of work at the site.
The memo attachment to your letter included five items to be addressed prior to PHS/EHD
approval of a remodeling plan. Our response to these concerns is presented below.
Item 1 indicated a schedule is to be submitted for completion of investigation and submittal of a
Problem Assessment Report. Information on scheduling is presented in the Addendum to the
Workplan dated March 3, 1995.
Item 2 indicates that each of the existing monitoring wells should be protected during
construction and that any damaged wells should be replaced or repaired under permit with your
agency. Thrifty will instruct the contractor to make every effort to protect the existing wells
during construction. However, if the wells are damaged, they will be repaired or replaced
under your direction.
Item 3 refers to the scheduling of the current scope of work. As indicated in the Addendum to
the Workplan, the proposed wells are to be installed in off-site positions. We expect that this
work can be performed concurrent to, or prior to the proposed remodeling action.
Thrifty submitted a Well Survey Report to PHS/EHD in late 1992. In the report, all known or
recorded wells within a one-half mile radius were identified on a map and listed in table form.
This report is also attached for reference.
The final item of concern in your letter indicates that the proposed remodeling should not
interfere with the continuation of site assessment or remedial activities. As indicated above, we
V
10000 Lakewood Boulevard, Downey, CA 90240-4082 • (310) 923-9876
