Station #172 <br /> Circle K Station #2705449 <br /> 7647 Pacific Avenue <br /> Stockton, CA 95207 <br /> Response to SJCEHD Letter Dated September 1, 2004 <br /> Dear Mr. Infurna: <br /> This letter is written in response to the San Joaquin County Environmental Health Department <br /> (SJCEHD) letter dated September 1, 2004 regarding the above-referenced Thrifty Oil Co. <br /> (Thrifty) site. The SJCEHD letter requested that: (1) Thrifty inform the SJCEHD regarding the <br /> oxygenate additive currently being used at former Thrifty Station #172 and (2) Thrifty add 1,2- <br /> DCA, EDB, and soluble lead as constituents to be analyzed in the 3rd Quarter 2004 sampling <br /> event. <br /> Current Oxygenate Fuel Additive <br /> Currently, the subject station is being operated by Circle K. On September 13 ,2003, Thrifty <br /> contacted Ms. Michelle Wilson of Circle K and requested the oxygenate fuel additive <br /> information. Circle K informed Thrifty that ARCO gasoline is used at the subject station. As <br /> shown on the attached Material Safety Data Sheet, the oxygenate fuel additives used at the site <br /> are ethanol (0 to 10%) and MTBE (0 to 15%). <br /> Addition of 1,2-DCA, EDB, and Soluble Lead to Analyzed Constituents <br /> As requested by the SJCEHD in their letter dated September 1, 2004, Thrifty added 1,2-DCA and <br /> EDB to the analytes reported in the 3rd Quarter 2004 sampling event. Soluble lead could not be <br /> added as the groundwater sampling event was conducted on August 11, 2004, prior to the <br /> SJCEHD request. Thrifty is respectfully asking the SJCEHD to reconsider its request to sample <br /> the groundwater for soluble lead, as lead has historically not been detected in soil at <br /> concentrations that exceeded the Total Threshold Limit Concentration (TTLC) for lead (1,000 <br /> mg/Kg) identified in Title 22, California Code of Regulations, Section 66699. Leaded gasoline <br /> was eliminated as a fuel additive in 1986. Thrifty's consultants sampled for lead in soil in 1991 <br /> and 1995, after lead had been phased out completely.
