San Joaquin Valley <br /> Air Pollution Control District <br /> PERMIT UNIT: N-4442-1-0 EXPIRATION DATE: 04;30/2006 <br /> EQUIPMENT DESCRIPTION: <br /> SOIL REMEDIATION OPERATION CONSISTING OF A BAKER FURNACE INC. NATURAL CCAS FIRED <br /> THERMAL/CATALYTIC OXIDIZER MODEL 200, EQUIPPED WITH A 250 CFM ROOTS POSITIVE DISPLACEMENT <br /> BLOWER, MODEL UNIVERSAL RAI 36 <br /> PERMIT UNIT REQUIREMENTS <br /> I. VOC emissions from soil remediation operation shall be controlled by either the catalytic oxidizer or thermal <br /> oxidizer at all times. [District rule 2201] <br /> 2. The soil remediation system shall not be operated witless the combustion chamber is at or above the minimum <br /> operating temperature. The system shall automatically terminate operation if the temperature drops below the <br /> minimum operating temperature. [District NSR Rule] <br /> 3. Both the thermal and catalytic oxidizers shall be equipped with operational temperature gauges to indicate the <br /> temperature of the combustion chambers. A continuously recording device shall be utilized to indicate the <br /> combustion chamber temperature during operation. [District NSR Rule 2201] <br /> 4. The total CO emission rate from the soil remediation system served by the thermal/catalytic oxidizer shall not <br /> exceed 0.021 lb/MMBtu. [District NSR Rule] <br /> 5. The total NOx emission rate from the soil remediation system served by the thermal/catalytic oxidizer shall not <br /> exceed 0.1 lb/_WMBtu. [District NSR Rule] <br /> 6. Only liquified petroleum gas or natural gas shall be used as auxilliary fuel for the combustion of VOCs. [District <br /> NSR Rule] <br /> 7. When VOC emissions are controlled by the catalytic oxidizer, the operating temperature for the combustion chamber <br /> shall be maintained at or above 600 degrees F. [District NSR Rule 22011 <br /> 8. Operation of the soil remediation system shall not exceed April 12, 2006 without prior District approval. [District <br /> Rule 4102] <br /> 9. The total VOC emission rate from the soil remediation system served by the thermal/catalytic oxidizer shall not <br /> exceed 20.4 pounds in any one day. [District NSR Rule 2201] <br /> 10. When VOC emissions are controlled by the thermal oxidizer, the operating temperature for the combustion chamber <br /> shall be maintained at or above 1,400 degrees F. [District NSR.Rule 2201) <br /> 11, All records shall be retained for a minimum of 2 years, and shall be made available for District inspection upon <br /> request_ [District Rule 10701 <br /> 12. Records of the cumulative running time and the measured influent and effluent VOC concentrations shall be <br /> maintained. [District Rule 1070] <br /> 13. Sampling to demonstrate ongoing compliance shall be performed at least once per month. [District Rule 108 11 <br /> 14.
