HWY 99 CC: NA <br /> ❑ Urgent ❑ For Review ❑ Please Comment ❑ Please Reply ❑ Please Recycle <br /> • Comments: <br /> As a follow up to several telephone discussions, recent meetings, and review of the March 8, 1999 <br /> Excavation and Soil Management Work Plan San Joaquin County Public Health Services <br /> Environmental Health Division(PHS/EHD) provides the following comments. <br /> Although not explicitly mentioned in the work plan the rationale for the proposed remediation effort <br /> considers the future development of this parcel. The groundwater plume has documented diesel <br /> contamination at 590,000 ugA with a nearby municipal drinking water supply well 600'South-West of the <br /> parcel. The property will become a freeway interchange over the course of the next 6 months. Large <br /> volumes of soil will be placed over this contaminant source approximately 30'above the existing grade. <br /> After that time an excavation of contaminants would no longer be feasible in the event',lontaminant <br /> migration. Given the physical properties of the known contaminants excavation appears to be the most <br /> cost effect alternative at this time. The mass removal through excavation is intended to expedite the <br /> site closure process and allow scheduled development to continue without further delay. <br /> Conditional Approval for the work pian is granted, details are needed and must be submitted as <br /> described below; <br /> 1. A public participation notification process is required for all remedial action plans per corrective <br /> action regulations. A one page summary of the goals, processes and potential hazards must be <br />
