It is our understanding that to complete the proposed work, San Joaquin County Public
Health Services, Environmental Health Division (PHS/EHD) requires, as a condition of soil
boring permits, that a site be placed under the County's Environmental Assessment Review
Process. A completed Master File Record Information (MFR) form has been completed and is
included along with supporting documentation as Attachment 1.
Furthermore, it is our understanding that the Environmental Review Process has been developed
by PHS/EHD in order to provide guidelines to expedite the issuance of permits and to expedite
field activities. Please note that in order to facilitate an expeditious PHS/EHD review and permit
approval, priority review fees are included with the MFR in Attachment 1.
BACKGROUND
The property in this study is located near the southwest corner of the West Walnut Street and
Pacific Avenue intersection. This property is bounded to the north by residences and former
Unocal property with West Walnut Street beyond, to the South by El Dorado Public School, to
the west by El Dorado Public School and residences and to the east by Pacific Avenue (Figure2).
