Supplemental Preliminary Site Investigation for State Route 99/Hammer Lane Project No. H2O2
to Mark Thomas & Co., Inc. November 17, 1999
Officials of the San Joaquin County Public Health Service, Environmental Health Division should be
contacted to review and approve an appropriate scope of work for further investigation at this site.
A copy of this investigation report should be provided to the property owner and the County of San
Joaquin, Environmental Health Division.
It should be noted that soil contamination may extend outside of the Auto Factory property and the
appropriate precautions should be taken to avoid exposure to construction workers if deep excavations
(approximately 5 feet or more) in this area are required. Precautions that could be taken include
screening of excavated soils in this area during construction and notification of the proper regulatory
officials(County Environmental Health Division)and development of a workplan if contaminated soils
are encountered.
Since laboratory analyses has determined contamination of the soil acquired from the borings, the drill
cuttings found on-site in the 55-gallon steel drums should be characterized for level of contamination
and be disposed of at an approved off-site location. Removal of the cuttings from the site and disposal
is beyond our current scope of work but we can provide assistance if desired.
Abandoned Gas Station
(Former Mobile Oil Station)
If this site is to be acquired for interchange modification, the level of ground water contamination
should be discussed with all parties involved with the project. It is likely that the County of San
Joaquin and/or the Regional Water Quality Control Board will require that the origin and extent of
ground water contamination be determined or that the source of the ground water contamination be
reasonably determined to have originated off-site from known sources
Officials of the San Joaquin County Public Health Service, Environmental Health Division should be
contacted to review and approve an appropriate scope of work for further investigation at this site.
A copy of this investigation report should be provided to the property owner and the County of San
Joaquin, Environmental Health Division.
Laboratory analyses do not indicate the presence of contamination of the acquired soil from borings
on this site. The drill cuttings found on-site in the 55-gallon steel drums can be disposed of at approved
locations either on-site or off-site.
LBUTATIONS
Our findings and opinions are based on information that we obtained on given dates, through records
review, site review, exploration, and related activities. It is possible that other information exists or
subsequently has become known, just as it is possible for conditions we have observed to have changed
after our observation. For these and associated reasons, Espana Geotechnical Consulting and many
of its peers routinely advise clients for Site Assessment services that it would be a mistake to place
unmerited faith in findings and opinions conveyed via a Site Assessment Report.
8
` ESPAINA GEOTECHNICAL CONSULTING
