R5-2003-0125 <br /> CEASE AND DESIST ORDER <br /> REQUIRING <br /> BARREL TEN QUARTER CIRCLE LAND INC. <br /> BARREL TEN QUARTER CIRCLE INC. <br /> BARREL TEN- ESCALON <br /> SAN JOAQUIN COUNTY <br /> TO <br /> CEASE AND DESIST <br /> FROM DISCHARGING CONTRARY TO REQUIREMENTS <br /> The Regional Water Quality Control Board, Central Valley Region, (hereafter referred to as "Regional <br /> Board") finds that: <br /> 1. Waste Discharge Requirements (WDRs) Order No. 91-223 adopted by the Regional Board on <br /> 22 November 1991, prescribes requirements for Canandaigua Wine Company(hereafter referred <br /> to as "Discharger"). In July 2003, the Canandaiguia Wine Company sold the facility and land to <br /> Barrel Ten Quarter Circle Land Inc. and Barrel Ten Quarter Circle Inc (Discharger). On <br /> 5 September 2003, the Board adopted a name change order such that WDRs Order No. 91-223 <br /> applies to the new Discharger. <br /> 2. Barrel Ten - Escalon is at 21801 Highway 120, Escalon, San Joaquin County. The winery and <br /> associated Land Application Areas (LAAs) comprise approximately 128 acres (Assessor's Parcel <br /> No. 205-250-02) in Section 36, TIS, R8E, MDB&M. <br /> 3. The winery has existed since at least the 1920's; prior owners and operators include Heublein <br /> Wine, Erley Industries, United Vintners, and Canandaiguia Wine Company. <br /> BACKGROUND <br /> 4. Activities at the winery have included, or currently include: receiving and crushing grapes, <br /> fermentation, storage,wine processing treatments (clarification, filtration, cation exchange, etc.), <br /> and distribution in bulk containers. No bottling or packaging of wine is performed at the facility. <br /> Historically, a distillery was operated on-site; Canandaigua ceased operation of the distillery in <br /> April 2001 and the new Discharger has no plans for future distillation activities at the site. <br /> S. In 2001, Canandaiguia crushed approximately 83,881 tons of grapes to produce approximately <br /> 14.7 million gallons of wine and 84,000 proof gallons of distilled spirits. The maximum crush <br /> capacity of the facility, if empty, is 100,000 tons of grapes. <br /> 6. Process wastewater has been, or is, generated by the following operations: crushing/destemming, <br /> pressing, racking,fining, tank cleaning, general washdown, process equipment sterilization, wine <br /> processing, and cooling system (cooling tower blowdown and non contact cooling water). <br /> Stormwater runoff, excluding parking lot runoff, is also directed into the process wastewater <br /> system for application to the LAAs. The LAAs consist of seven evaporation/percolation basins, <br /> with a total size of 108 acres. <br />
