R5-2003-0012 <br /> GUIDANCE FOR LAND APPLICATION AREA <br /> OPERATION AND MAINTENANCE PLAN <br /> CANANDAIGUA WINE COMPANY, ESCALON CELLARS <br /> SAN JOAQUIN COUNTY <br /> The purpose of the land Application Area Operation and Maintenance Plan (O&M Plan) is to provide <br /> rules of operation to all concerned parties, including the generator of the waste, the land application area <br /> landowner, and employees of any party who will have a role in day-to-day operation of the system. At a <br /> minimum, the O&M Plan shall include the following: <br /> 1. Principles of Land Application of Waste <br /> General principles of land treatment and disposal for organic wastes <br /> Identification of key factors influencing the ability of the system to handle permitted loading <br /> rates <br /> Causes of, and prevention/control measures for, odor problems <br /> 2. Waste Discharge Requirements <br /> A summary of key elements of the WDRs, the associated Monitoring and Reporting <br /> Program (MRP), and the Standard Provisions and Reporting Requirements <br /> 3. Operation, Monitoring, and Reporting Responsibilities <br /> An organization description and/or chart depicting all persons involved with management, <br /> operation, maintenance and monitoring of the wastewater system and land application areas, <br /> including their direct role and reporting responsibilities; <br /> 4. Operations <br /> A detailed description of specific operating procedures for each land application area, <br /> including: <br /> wastewater application ` <br /> • field rotation <br /> • assessing readiness of the field to receive waste <br /> specific procedures for managing and controlling tailwater and storm water <br /> fertilizer usage. <br /> 5. Maintenance <br /> A detailed description of all equipment and site improvements associated with wastewater <br /> disposal, including design basis, site plans, mechanical systems description,piping and <br /> instrumentation description and diagrams <br /> Required runoff controls (narrative description and grading/drainage plan, including all <br /> berms, ditches, and other improvements needed to contain runoff and tailwater). <br /> Routine tailwater management practices (narrative description supplemented with drainage <br /> plan) <br /> Structural runoff controls <br /> Describe procedures and documentation requirements for: <br /> • Inspections <br /> • Maintenance/repairs <br />
