Highway 99 <br /> Acampo, Ca 95220 <br /> NOTICE OF VIOLATION, REPORT OF RECENT INSPECTION, CALIFORNIA <br /> CONCENTRATE COMPANY, SAN JOAQUIN COUNTY <br /> The discharge of waste from the California Concentrate Company (Discharger) in San Joaquin <br /> County is regulated by Waste Discharge Requirements (WDRs) Order 98-136. <br /> Summary of Events <br /> On 12 January 2018, Regional Board staff inspected the wastewater treatment and disposal <br /> system at the California Concentrate Company. The inspection was in response to previous <br /> odor complaints and reported effluent violations. A copy of staff's inspection report and <br /> photographic log is enclosed. During the inspection, the pH of wastewater in Ponds 1 and 2 <br /> was measured and found to be less than 5 standard units in each pond. Additionally, the <br /> dissolved oxygen concentration measured in Pond 2 was 0.24 milligrams per liter (mg/L). Odors <br /> associated with wastewater were observed in the vicinity of the ponds. <br /> The measured pH below 6.5 is a violation of Discharge Specification B.4 of Order 98-136 which <br /> states, "Ponds shall not have a pH less than 6.5 or greater than 8.5." <br /> The measured dissolved concentration of 0.24 mg/I in Pond 2 is a violation of Discharge <br /> Specification B. 3 of Order 98-136 which states, "As a means of discerning compliance with <br /> Discharge Specification No. 2, the dissolved oxygen content in the uoperzone (1 foot) of <br /> wastewater in all ponds shall not be less than 1.0 mg/1." <br /> As discussed during the inspection, the low pH measured in Ponds 1 and 2 constitute <br /> continuing violations of the WDRs that were first reported to Board staff in September 2017. <br /> Board staff understands that the Discharger has attempted in-situ treatment to raise the pH of <br /> the wastewater in the ponds and bring the facility into compliance. However, due to the <br /> persistent low pH levels, plans are being developed for off-site disposal of the low pH <br /> wastewater. <br /> A meeting has been scheduled for 29 January 2018 to discuss compliance issues at California <br /> Concentrates. Please be prepared to discuss how California Concentrates intends to come into <br /> compliance with the WDRs. Additionally, please provide a schedule for completing and <br /> submitting the items required by the 26 October 2017 Notice of Violation (enclosed). <br /> KARL E.
