SITE INSPECTION • • 20 September 2005 <br /> CALIFORNIA CONCENTRATE COMPANY <br /> inadequate dissolved oxygen existed in the wastewater. The odor was noticeable when an observer was <br /> close to the pond or downwind of the pond. The wastewater was not percolating into the subsurface so <br /> the pond had been hydraulically overloaded as well. <br /> Grape crushing pomace was also observed at the site. Crush activities had begun in August for 2005 but <br /> some of the material appeared to have been there for significantly longer. Some of the pomace observed <br /> had completely composted and therefore must have been on-site for at least one year. Ms. Gifford stated <br /> the material is regularly removed by a contractor but could not state when the material was last removed. <br /> Ms. Gifford was informed that California Concentrate would receive a Notice of Violation for generation <br /> of objectionable odors. In addition, measures should immediately be implemented to control the source <br /> of the odors. <br /> SUMMARY: <br /> California Concentrate has made improvements to their wastewater system at the Aeration Pond but <br /> application of the wastewater from the Aeration Pond has resulted in hydraulic and organic overloading of <br /> the application areas. Source control,pretreatment of wastewater, or additional treatment of wastewater is <br /> recommended to prevent future generation of odors and additional enforcement activities by the Regional <br /> Board. The equipment used at the facility may result in discharge of elevated TDS wastewater. <br /> e% <br /> Timothy R.
