By 10 March 2001 please provide comments on the draft MRP. After <br /> finalization of the MRP, California Concentrate Company will be directed to implement the MRP. <br /> Review of the monitoring program has revealed inadequate groundwater monitoring at the site. <br /> California Concentrate Company has two groundwater monitoring wells which monitor groundwater <br /> quality near the ponds. Two wells are not sufficient to determine the groundwater flow direction; <br /> however, groundwater flow direction measured at the nearby Victor Fine Foods site is to the north. A <br /> northern groundwater flow direction means the wells at California Concentrate Company do not <br /> adequately monitor the groundwater quality downgradient of the wastewater ponds and application area. <br /> California Concentrate Company shall submit the following reports pursuant to Section 13267 of . <br /> the California Water Code. Failure to submit the reports, or submission of inadequate reports, <br /> may result in enforcement action, including fines up to $1,000 per day. By 30 April 2001 California <br /> Concentrate shall submit a groundwater monitoring well installation workplan. The workplan shall be <br /> consistent with the attached guidance document for well installation workplans and reports. By 29 June <br /> 2001 California Concentrate shall submit a groundwater well installation report. After that point, all the <br /> groundwater monitoring wells shall be included in the monitoring and reporting program and the <br /> analytes identified in the workplan shall be consistent with the requirements of the MRP. <br /> As required by the California Business and Professions Code Sections 6735, 7835, and 7835.1, all well <br /> installation workplans and groundwater monitoring reports shall be prepared under the direct supervision <br /> of a California Registered Professional Engineer or Geologist and signed by the registered professional. <br /> California Environmental Protection Agency <br /> Op Recycled Pope,- <br /> The energy challenge facing California is real.
