Provision E.1 requires the Discharger to <br /> comply with the Revised Monitoring and Reporting Program(MRP), a copy of which is enclosed. The <br /> violations are listed below: <br /> • Quarterly groundwater monitoring reports have not been submitted since the first quarter of <br /> 2003. By 5 April 2004, please submit all the overdue groundwater monitoring reports. <br /> • Groundwater monitoring reports that have been submitted don't include the required <br /> certification by a California licensed engineer or geologist. In accordance with the California <br /> Business and Professions Code and the Revised MRP, all groundwater monitoring reports shall <br /> be prepared under the supervision of a registered professional. <br /> • Staff reviewed the monthly monitoring reports for the last six months and determined that Land <br /> Application Monitoring was not reported. Please review the requirements for Land Application <br /> Monitoring and begin submitting that data immediately. If the data has been collected but not <br /> reported,please submit that data in a response to this notice of violation. <br /> • In general,monitoring reports are being submitted late. Please review the submittal <br /> requirements in the Revised MRP. All reports are due by the first day of the second month <br /> following the end of the reporting period(i.e., the January monthly report is due by 1 March). <br /> California Concentrates is directed to immediately begin monitoring and reporting in accordance with <br /> the Revised MRP. By 22 March 2004,please submit the name and certification of the individual that <br /> will supervise the preparation of the groundwater monitoring reports,beginning with the First Quarter <br /> 2004 report. <br /> California Environmental Protection Agency <br /> P•a Recycled Paper <br /> The energy challenge facing California is real.
