(AGE) and has the following comments.
In the Work Plan AGE proposes to continue the investigation at this contaminated
underground storage tank site in two phases. Phase I would involve analysis by fate and
transport modeling of the potential for the petroleum hydrocarbon contamination at this
site to impact the onsite domestic well. Phase II, if considered necessary based on the
outcome of Phase I, would include the installation of one groundwater monitoring well
near the former dispenser island area.
Per the California Code of Regulations, Title 23 Division 3, Chapter 16, California
Underground Storage Tank Regulations, all sites that have an unauthorized release of
petroleum hydrocarbons from an underground storage tank must conduct an investigation
to determine the vertical and lateral extent of the contamination resulting from that
release. Preliminary investigations at this site have documented contamination to soil and
groundwater, the extent of which remains undefined. While researching the construction
details of the onsite domestic well and conducting fate and transporting modeling may
provide important information helpful to development of the overall conceptual site model,
it does not replace completing an investigation of the actual extent of the contaminant
impact to soil and groundwater. Fate and transport modeling will be appropriate following
completion of the site characterization, at which point the relevant data for the modeling
will be in hand. SJC/EHD does not believe such modeling is appropriate at this time. The
well inspection should be conducted at this time as part of the site characterization.
SJC/EHD approves the installation of one groundwater monitoring well as proposed in the
Work Plan. The Work Plan does not include collection of soil samples during well
installation, a consequence of the low overhead space available. SJC/EHD recommends
completion of the assessment of the vertical extent of impacted soil near boring P-3,
perhaps with a geoprobe. Based on the static depth to water measured in borings B-1
and B-2, which were 77 and 83 feet below surface grade (bsg) respectively, SJC/EHD
recommends the screen interval of the proposed well be extended to at least 85 feet bsg.
