PE 2546 BACKUS <br /> 240 min SC 004 <br /> 11/20/2019 Received a complaint from CalEPA regarding a demolition project occurring at PE 2546 ALANIZ <br /> 192 min 14800 W Schulte Rd, Tracy, CA 95337. There is concern that fly ash waste on SC 004 <br /> site is being improperly disposed of. Discussed with Garrett Backus, Lead Senior. <br /> Attempted to create a complaint on the San Joaquin Valley Air Pollution Control <br /> District(SJVAPCD)website. The website was not working and would not accept <br /> the complaint information. Emailed the complaint received to Jake Felton, <br /> <Jake.Felton @valleyair.org>, Supervising Air Quality Inspector, Northern Region <br /> Compliance Department, (209-557-6429). <br /> The complaint also mentioned that there was no storm water prevention plan. <br /> Called Glenn Prasad, 209-953-7611, with county Public Works Water Resources. <br /> A message was left on his phone asking for a call back. <br /> Left for the site with Garrett Backus. Met with John Dooling, foreman with R&B <br /> Equipment. He informed us that he was demoing the area and not doing any <br /> grading. He also said that no dirt was being taken off site. John Dooling showed <br /> us around the excavation area. A large pile of dirt(from the previous business) <br /> was observed in the back south west corner of the site. Grey powder was also <br /> observed on the ground across from the demolition area. The powder was very <br /> fine and was picked up in the wind as it was walked on. <br /> John Dooling also showed us to two large sets of batteries. He said that there had <br /> originally been three but that one of them was stolen. John explained that it was <br /> not within their scope of work to dispose of the batteries and we would have to <br /> speak with the property owner. <br /> Approximately 200 gallons of used oil placed in multiple 55 gallon steel drums was <br /> observed near the entrance to the demolition area. John Dooling mentioned that <br /> the used oil was left on site from the previous business. They were going to take it <br /> back to their business located at 2215 Dunn Rd, Hayward CA, 94545. We <br /> informed them that they could only haul 55 gallons at a time. John Dooling had <br /> the workers haul up to 55 gallons of used oil at a time. <br /> Left the site and got back to the EHD at 4:18. <br /> OTHER INFORMATION: <br /> The general contractor is Kevin Holben and he works for Millie Severson.
