I. BACKGROUND <br /> Property owners are often innocent victims of laboratory hazards due to the condition of <br /> properties following the discontinued operation of clandestine laboratories. Individual property <br /> conditions may vary significantly, based on the extent of operation (storage of chemicals only- <br /> versus actual manufacture), size of operation, chemical handling during processing and nature of <br /> chemical waste disposal (sewer, open burning, burial, and/or illegal dumping). Because of these <br /> and other variables, assessed properties may 'be found to range from.slightly to significantly <br /> contaminated. <br /> At your request, ESS, Inc. performed an investigation of the earlier referenced site. The purpose <br /> of this inspection was to visually assess and eollect samples from the site in regards to possible <br /> clandestine laboratory activities. <br /> Background information regarding the site was limited. The unit in question had been posted by <br /> the San Joaquin County Environmental Health Department. Information provided by the property <br /> owner indicated that chemicals consistent with clandestine activities were discovered and removed <br /> from the site. A sampling protocol was developed based on site inspections and observations. <br /> II. SCOPE <br /> At your request, Environmental Science Services, Inc_ (ESS, Inc.) was retained to conduct a <br /> chemical contamination assessment of the subject site. The property is located in a rural <br /> residential area of Stockton, CA. The purpose of this assessment was to identify if contamination <br /> consistent with clandestine laboratory activities exists on the site. The entire dwelling will be <br /> represented by the samples collected unless additional sampling is requested to define the <br /> contamination areas. The following tasks were included in the assessment: <br /> • Research and develop limited background information via contact with the property <br /> owner. <br /> • Develop a site inspection and sampling strategy. <br /> • Conduct a site inspection including collection of surface wipe and bulk material <br /> samples. <br /> • Perform laboratory analysis (third party independent laboratory) and evaluate <br /> analytical results. <br /> • Prepare a report of.findings and recommendations including sample results and <br /> evaluation of property condition <br /> • At your request, sampling of the septic system was excluded from this inspection. <br /> ESS Project 2003712-1 <br /> Page 2 <br />
