This request has not been complied with. In order to <br /> continue with your required investigation and evaluate this most cost-effective meth <br /> of remediation,you are directed to submit a detailed CAP that recommends target <br /> cleanup levels for long-term corrective actions. This plan should be submitted by <br /> February 2, 1998. <br /> Recently PHS-EHD has adopted a new policy for verifying the impact to groundwater at <br /> underground tank sites with a documented unauthorized release. Enclosed please find <br /> a copy of the requirement to sample all monitoring wells and threatened receptors for <br /> some of the oxygenates known to be in gasoline. PHS-EHD will require you to enact <br /> this policy for the next sampling event and provide the data in the Quarterly <br /> Monitoring Report. <br /> Additionally,PHS-EHD requests that you confer with the UNOCAL representative,Bob <br /> Boust (510) 944-3786,and establish a sampling protocol for collecting and analyzing <br /> groundwater samples from the irrigation well located on Delta College's property. This <br /> well is considered a "receptor"and should be sampled quarterly with the results of the <br /> analyses included in the Quarterly Monitoring Report submitted to PHS-EHD. EPA <br /> Methods 8015m for TPH-G,8020 for BTEX,and 8260 for the gasoline additives are the <br /> required analytical methods and the detection limits should be identical to those of the <br /> onsite Montgomery Wards monitoring wells. <br /> PHS-EHD recommends that UNOCAL and Montgomery Wards share the responsibili <br /> for sampling the Delta College well. If you decide to alternate the responsibility fort e <br /> sampling quarter,submit to PHS-EHD a schedule of responsibility for each event.
