Wittmayer, Attorney at Law September 28, 1992 <br /> Stone Brothers and Associates Page 6 <br /> RECOMMENDATIONS <br /> The EAI report has been submitted to the San Joaquin County EHD for review and comment. <br /> WESTON recommends that Stone Brothers wait to see how the EHD responds to the issues <br /> raised by the report before taking any specific action. <br /> As stated in WESTON's letter to Stone Brothers dated November 22, 1991, the site investigation <br /> needs to focus on the underground storage tank and product piping issues in order to achieve site <br /> closure from the EHD and the California Regional Water Quality Control Board. WESTON <br /> recommends that the concrete slab beneath the tank site be removed to allow sampling beneath <br /> the slab (in accord with EHD practice in this area) to fully evaluate the potential vertical extent <br /> of hydrocarbon impact to the soil from the former tanks. The product piping should be removed <br /> and disposed of using proper waste disposal practices. <br /> EAI has raised the issue of potential soil impact by heavy naphtha. There should be further <br /> investigation of the possible use of heavy naphtha by the Ward Auto Service Center to determine <br /> if there is any historical support for this issue. Obviously, if there is evidence of naphtha <br /> solvent use by the Ward shop, the question arises how was it disposed and how could it have <br /> reached the subsurface beneath Fuel Island No. 2? <br /> Should you have any questions regarding this letter or would like to discuss the issues further, <br /> please do not hesitate to call me in the Stockton office. <br /> Sincerely, <br /> ROY F.
