Box 2009
1601 East Hazelton Avenue
Stockton, CA 95201
SUBJECT: 5400 PACIFIC AVENUE, STOCKTON
Site Code 2163
Dear Ms. Ratliff:
At the request of Montgomery Ward, we have reviewed a
letter from Theodore I. Wittmayer dated December 6, 1991
("Wittmayer") , a letter from Weston dated November 22 , 1991
("Weston") and a San Joaquin Local Health District report dated
June 27, 1986 ("LHD") . See attached list of references for
complete titles. Concerns are expressed in the Whittmayer and
Weston letters about the extent of effort described in the
Environmental Audit, Inc. ("EAI") Work Plan, removal of the
concrete slab and fuel product piping in the area of the foiner
underground storage tank, and statements made by Dr. Alan D
Selditch.
The following responses pertain to the concerns expressed
in the two letters and the information in the LHD report:
1. According to Wittmayer "Dr. Selditch statements wit
respect to the removal of the soil, stockpiling the soil an
returning the stockpiled soil to the excavation site and
compaction" are not true. Since we were not present during
these efforts we cannot conclude if they are correct or
incorrect. However, we have been informed that compaction was
performed. Also, we note that no settlement occurred on the
surface of the parking lot in the area of the former underground
storage tank after placement of the backfill in 1986. Thisilis
sufficient to conclude that the soil was compacted.
PLANNING,ENVIRONMENTAL ANALYSES AND
HAZARDOUS SUBSTANCES MANAGEMENT AND REMEDIATION
