Box 2009 <br /> Stockton, California 95201 <br /> SUBJECT: ADDENDUM TO MONTGOMERY WARD WORK PLAN <br /> 5400 Pacific Avenue, Stockton, California <br /> Site Code 2163 <br /> Dear Ms. Ratliff: <br /> The purpose of this letter is to submit concerns of Stone Bros. and Associates with res ect <br /> to the remediation of the above referenced site. I wish to also place on record the <br /> circumstances concerning the removal of the underground storage tanks. <br /> In a letter dated June 20, 1988 from Dr. Alan D. Selditch addressed to Mr. Mark Gilm <br /> of the law firm, Straw and Gilmartin, Dr. Selditch stated, "MW reports that two 1%000 <br /> gallon underground storage tanks were removed from the property by Seibold Corporation <br /> on June 26, 1986. The underground storage tanks were carbon steel, single wall vessels. <br /> A permit for the removal was issued by the San Joaquin Local Health District. MW <br /> believed that no contamination was discovered in or around the excavation. Several months <br /> after the tank removal, stockpiled soil was returned to the excavation and compacted. The <br /> excavation was then covered with blacktop." <br /> The statements with respect to the removal of the soil, stockpiling the soil and returning the <br /> stockpile soil to the excavation site and compaction are not true. An employee of Stone <br /> Bros. was present at the time the two underground storage tanks were removed and <br /> observed, during the removal process, a strong odor of gasoline present and that <br /> immediately following the removal of the underground storage tanks, the same soil tha was <br /> excavated from the site was returned to the site. Further, there was no compaction o the <br /> soil. The removal of the underground storage tanks commenced late Thursday afternoon, <br /> June 26, 1986 and was completed by Saturday morning June 28, 1986. Further, a San <br /> Joaquin Local Health District Inspection report dated Jun 27, 1986 indicated thal soil <br /> samples having strong petroleum odors were taken. (See attached copy.) <br />
