Proposed Plan C
As an alternative to Plans A and B, UNOCAL requests that your office consider
allowing the installation of Oxygen Reducing Compound(ORC) "socks" into selected
monitoring wells in attempt to enhance oxygen in the groundwater. ORC is proposed
as an interim remedial measure to stimulate bioactivity and further reduce
hydrocarbon concentrations in the most heavily impacted wells (MW 11 and MW 12).
Installation of the ORC would occur during the June 1996 sampling event. We also
propose that site wells be monitored and sampled again in December 1996 and June
1997 (i.e., semi-annually during the first year after ORC installation) and annually
thereafter.
During the June sampling event and prior to installation of ORC, groundwater
samples will be collected to obtain baseline data for the following parameters:
carbon dioxide, dissolved oxygen, and various ions in addition to the routine analyses.
Additional testing of these parameters will be conducted during subsequent sampling
events. Attached please find appropriate ORC information provided by Regenesis,
manufacturer of ORC, for your use and reference.
Should you concur with any of the proposed plans we would appreciate a letter from
you acknowledging same. Thank you for your attention and consideration to this
matter.
I will be more than happy to address any questions or comments you have regarding
this letter. Furthermore, if you would like to arrange a meeting to discuss this case in
more detail, please do not hesitate to call meat 510-277-2321. I look forward to
hearing from you.
Very truly yours,
Tina Be
Project Manager
c: File#5098
Ron Bock, UNOCAL
Mark Boyd, KEI
Nubar Srabian, MPDS
3
