According to KEI's July 15, 1992 report (see Figure 2 thereof) , MW3 <br /> should have been locatable since its purported location was outside <br /> the new building. It too was covered with stockpiled excavated dirt <br /> during the soil remediation excavation project and has not been seen <br /> since. It appears not to have been encountered during the building <br /> construction, and KEI has been unable to locate it despite consider- <br /> able hand and backhoe excavation in the vicinity. The owner believes <br /> MW3 was also destroyed during the soil remediation excavation project, <br /> and further attempts to locate it would be unrealistic and cost <br /> prohibitive because of the likelihood of it being beneath the new <br /> building. <br /> HW9 was apparently graded and paved over as its location is north of <br /> the building. The owner's Construction Supervisor, Mr. Robert Romero <br /> does not recall ever seeing MW9, either before or after the soil <br /> remediation excavation project. It was not encountered (that he knows <br /> of) when the parking lot was installed. It was not marked or identi- <br /> fied on-site by UNOCAL at site turnover. KEI has been unable to pin- <br /> point its location either from the engineering and surveying records, <br /> or from ground penetrating radar. Without a fairly precise location, <br /> it would be very difficult and expensive to locate this well even <br /> though it is not beneath a building or other structure. Exploration <br /> excavation would likely only damage and contaminate the well further, <br /> if it were located by that method. Given the inability of KEI to <br /> locate MW9 using the data and modern technologies available, the <br /> owners recommend that it be left as is. <br /> In the February 7, 1992 meeting, the time schedule for the owners to submit <br /> this Draft Justification Statement was the latter part of July 1992, assuming <br /> that UNOCAL and KEI completed their tasks on schedule. KEI's report is dated <br /> July 15, 1992, and was sent to UNOCAL. The property owner did not receive a <br /> copy until September 9.
