Your consultant, Kaprealian
Engineering, Inc. , proposes to construct four additional
monitoring wells (MW10, 11, 12 , 13) and destroy RW1, MW2 , and
MW8. Monitoring wells MW3 , MW4, MW5, and MW9 were not located
due to construction activities carried out by the property owner,
Stone Brothers, Inc.
In correspondence from the Central Valley Regional Water Quality
Control Board (CVRWQCB) dated August 25, 1989 , it is stated
that. . . "the Regional Board has no objections to building on the
site as long as any future remediation, including groundwater
cleanup, is not impeded in any way by the presence of the new
building, it's support facilities, or tenants. "
Pursuant to San Joaquin County Ordinance 1862 , Section V, A,
monitoring wells 3 , 4 , 5, and 9 must be located and properly
destroyed so that they do not become a source of impairment to
the groundwater quality.
Please prepare an addendum to your proposal to address this
issue. In the interim, the proposed work may begin upon issuance
of required drilling and destruction permits. You should submit
permit applications and related fees ($89 for new wells and $60
for well destructions) by October 9, 1991. An extension to
October 24 , 1991, is granted for the addendum.
The completed preliminary report (PR) and subsequent quarterly
reports should be submitted to PHS/EHD and to the CVRWQCB. The
PR is due December 2 , 1991. The first quarterly report pursuant
to Section 2652 (d) of the Underground Storage Tank Regulations
(California Code of Regulations, Title 23 , Subchapter 16) is due
April 1, 1992 . Quarterly monitoring reports are to be submitted
until the investigation and cleanup is deemed adequate.
