Benzene (130 <br /> toluene (160 <br /> parts per billion (ppb) ) , ethylbenzene (120 ppb) , <br /> ppb) , xylenes (1180 ppb) , 1, 2-dichlorethane (242 ppb) , and total <br /> petroleum hydrocarbons (28, 000 ppb) were detected in groundwater <br /> beneath the site. <br /> On August 10, 1988 , the Central Valley Regional Water Quality <br /> Control Board (CVRWQCB) , approved soil remediation measures and <br /> interim groundwater cleanup on the condition that a problem <br /> assessment report would be completed concurrently. <br /> The Remediation Plan submitted failed to propose complete soil <br /> cleanup, and properly address the contamination plume definition <br /> necessary for complete problem identification prior to remediation <br /> of the site. <br /> Pursuant to the Porter-Cologne Water Quality Control Act, Section <br /> 25297 . 1, you are required to submit a problem assessment work plan <br /> by December 1, 1990. This work plan should include detailed <br /> proposals and time schedules for complete delineation of <br /> groundwater contamination. <br /> Also due by December 1, 1990, is the first round of quarterly <br /> monitoring as outlined in Section 2652 (d) of the Underground <br /> Storage Tank Regulations.
