California Blvd., Suite 650 <br /> Walnut Creek, CA 94596 <br /> UNOCAL SITE, 5606 PACIFIC AVENUE, STOCKTON <br /> Enclosed is a memo discussing the Remediation Proposal dated 19 January 1988, <br /> prepared by Kaprealian Engineering Inc. for the subject site and received by our <br /> office on 25 May 1988. As discussed in the memo, this Remediation Proposal is <br /> inadequate and ignores the remaining problem assessment work we have requested <br /> previously. <br /> As you will recall , in March 1988, we approved soil remediation measures and <br /> interim ground water cleanup on the condition that a problem assessment would be <br /> completed concurrently, starting with a Plume Definition Workplan due on 1 May <br /> 1988. The Remediation Proposal you submitted has not only failed to propose <br /> complete soil cleanup, but it also fails to properly address plume definition and <br /> other assessment work necessary for complete problem identification prior to <br /> final remediation of the site. <br /> Pursuant to Water Code Section 13267, Unocal is required to submit a Problem <br /> Assessment Workplan by 1 September 1988. This Workplan must include detailed <br /> proposals and time schedules for soil remediation and for complete delineation of <br /> the ground water pollution. Once again, we are enclosing a guidance document that <br /> outlines the requirements of each phase of a ground water investigation of this <br /> type. <br /> The soil remediation proposal in the Workplan may be given approval by phone if <br /> found to be satisfactory so that actions to remove or treat the contaminated <br /> soils, which are the source of ongoing ground water pollution can be implemented <br /> immediately thereafter. <br /> If you have any questions please call David Brent at (93.6) 361-5667. <br /> ANTONIA K.
