ENVIRONMENTAL AUDIT, INC.
1000-A ORTEGA WAY • PLACENTA; CA 92670-7125
714/632-852 .6 DWM0 AAA754
October 15, 1996
Project No. 1232
Mr. Fred Cruz
San Joaquin Valley Unified Air Pollution Control District
4230 Kiernan Avenue, Suite 130
Modesto, CA 95356
RE: REQUEST FOR PERMISSION TO USE 250 CFM UNIT
SOIL VAPOR EXTRACTION PILOT STUDY
Montgomery Ward Auto Service Center
5400 Pacific Avenue, Stockton, CA 95207
Dear Mr. Cruz:
Environmental Audit, Inc. (EAI) submitted an application to your office dated October 14,
1996, requesting permission to conduct a five day vapor extraction pilot study at theabove-
referenced site.
In a telephone discussion on October 14, 1996, you informed us that your office does not
normally allow units with capacities greater than 100 CFM to be used in pilot studies. EAI
requests your office to waive that requirement and allow us to use a 250 CFM unit during this
pilot study as indicated in our application form.
EAI makes this request due to our past experience that by using a smaller unit in the pilot
study than the one that may be used during the actual remediation program, there is bias
towards over designing the final remediation system, resulting in significant cost in equi ment
and utilities, often without any direct benefit to our client. If you so require, EAI cans bruit
additional information regarding the particular unit that we will use (including the treatment
efficiency of the unit), the concentrations and extent of hydrocarbons present in the soil and
ground water, and any other data necessary to allow use of a 250 CFM unit.
We hope this provides the information needed for you to allow EAI to use a 250 CF1V); unit
during the proposed pilot study. Please call me at 714/632-8521, extension 240 or Steve
Bright at extension 224 if you have any questions or need additional information.
Sincerely,
ENVIRONnnMENTAL AUDaIT, INC.
