Box 388 • Stockton, CA 95201.0388 <br /> (209) 468-3420 COPY <br /> CHARLES WEST <br /> MONTGOMERY WARD <br /> 39201 FREMONT SEP 0 9 1994 <br /> FREMONT CA 94538 <br /> RE: Montgomery Ward Auto Center SITE CODE: 2163 <br /> 5400 Pacific Ave <br /> Stockton, CA 95207 <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS-EHD) has reviewed the "Third Quarter 1994 Quarterly <br /> Ground Water Monitoring" report and has the following comments. <br /> Monitoring wells on site have consistently detected high levels <br /> of petroleum constituents as well as 1, 2-Dichloroethane in the <br /> ground water. <br /> Quarterly reports in the past have not included conclusions nor <br /> have there been recommendations for future investigation at tie <br /> site. These required items are to be included in all future <br /> quarterly reports and a time-table for their start dates is tc be <br /> submitted also. <br /> Under current underground tank regulations, Corrective Action is <br /> defined as. . . "any activity necessary to investigate and analy e <br /> the effects of an unauthorized release; propose a cost-effective <br /> plan to adequately protect human health, safety, and the <br /> environment and to restore or protect current and potential <br /> beneficial uses of the groundwater; and implement and evaluate <br /> the effectiveness of the activity(ies) . " <br /> Corrective action is required at this site and PHS-EHD hereby <br /> directs you to submit a workplan that will collect and analyze <br /> soil and groundwater samples of sufficient number to enable you <br /> to assess the nature and vertical and lateral extent of the <br /> release and to determine a cost-effective method of cleanup. <br /> The workplan is to be submitted by November 30, 1994. Inclusions <br /> in the quarterly reports shall start with the fourth quarter 1994 <br /> report. <br /> Currently this site is being reviewed for eligibility to rece've <br /> reimbursement under the State Water Resource Control Board' s <br /> Cleanup fund. Failure to comply with PHS-EHD directives could <br /> jeopardize eligibility and will result in formal enforcement <br /> action. <br /> A Di,kinn of San Joaquin County Health Care Services <br />
