Hall; dginter@dbsr.com; Cori Condon; Dan Watts <br /> Subject: Replacement RIW Location <br /> On September 10, 2001, 1 spoke with Toni Guantone of Delta College regarding where the College has decided it <br /> wants to locate the new irrigation well. The College wants to locate the well at Site 1, as identified in the Siegfried <br /> Engineering, Inc. report titled 'Preliminary Engineering Report, San Joaquin Delta Community College, Irrigation <br /> Water Well,Alternate Well Sites,"dated August 22, 2001 (the"Report"). Site 1 is located in Parking Lot Holt <br /> 1, approximately 1,700 feet from the former RIW abandoned in August 2001. See Figure 2 of the Report for the <br /> location of Site 1. <br /> The College is going to physically mark (paint an "V)on the asphalt surface, sometime this week, where the <br /> replacement well is to be located. Once the well is marked, a survey will be completed by the College to confirm <br /> that the well is not located within 50 feet of sanitary or storm sewer lines. This location is reportedly very close to <br /> existing electrical service and water conveyance system (see the Report). <br /> The UST Cleanup Fund responded to the Report on September 6, 2001, and confirmed their prior <br /> correspondence that$175,000 was a reasonable cost to complete the replacement well, and that"the Fund will <br /> not pay for a new pump, control panel, pressure tank, special design and construction oversight costs or any <br /> costs in excess of$175,000 associated with installation of the well at a distant location." Further, the Fund stated <br /> that"it will not be responsible for the cost of replacement irrigation water after December 31, 2001." <br /> Since the SECOR report concluded that the replacement well could be located within close proximity (25 to 50 <br /> feet)of the abandoned RIW, as long as specified construction standards were followed, e.g.,260 feet of <br /> conductor casing, and the Fund, RWQCB and San Joaquin County PHS-EHD concurred that this was acceptable <br /> during the last conference call, there should be no objections (based on contamination issues)to relocating the <br /> well to Site 1. <br /> The College should be prepared to address at the next conference call the costs in excess of$175,000, if any, <br /> associated with a new well at Site 1. <br /> Steve <br /> (714)632-8521, ext. 224 <br /> 9/11/01 <br />
