As you know, the <br /> Fund has been working closely with your companies' representatives, the Regional Water <br /> Quality Control Board (RWQCB), San Joaquin County and the College to assist in providing a <br /> replacement irrigation water supply for Delta College at a reasonable cost. <br /> Without addressing the details of the report, we find nothing in the report that changes our <br /> conclusion that it is feasible and most cost effective to install that new irrigation well near the <br /> existing irrigation well location. The July 17, 2001, report by SECOR, entitled Assessment of <br /> New Water Supply Well Location, San Joaquin Delta College, concluded that the new well could <br /> be safely installed near the location of the old well. Accordingly, the Fund will reimburse <br /> reasonable and necessary costs for installation of a replacement well adjacent to the existing well <br /> or an equivalent amount toward the installation of a replacement well at the proposed or other <br /> distant location. These costs would include installation of the irrigation well, design and <br /> construction of a concrete pad and fencing, removal and reinstallation of existing equipment <br /> (pump, control panel and pressure tank), hookup to the existing electrical service and connection <br /> to the existing irrigation system tie-in. The Fund will also reimburse for reasonable costs for <br /> permitting, traffic control and construction oversight. The Fund believes that a reasonable cost <br /> for this work is approximately $175,000. Included in this amount is approximately $15,000 for <br /> design and construction oversight. The Fund will not pay for a new pump, control panel, pressure <br /> tank, special design and construction oversight costs or any costs in excess of$175,000 <br /> associated with installation of the well at a distant location. <br /> At this time, it appears that San Joaquin Delta College is responsible for further delays in the <br /> installation of the replacement irrigation well. Therefore, the Fund is notifying all parties that it <br /> will not be responsible for the cost of replacement irrigation water after December 31, 2001.
