Box 9444212 <br /> Sacramento, CA 94244-2120 <br /> SUBJECT: COST PRE-APPROVAL REQUEST FOR PLANS, SPECIFICATIONS, <br /> CONSTRUCTION SURVEYING AND MANAGEMENT SERVICES <br /> Delta College Robinhood Irrigation Well Replacement Project <br /> Claimant: Montgomery Ward <br /> Claim No. 001760 <br /> Dear Mr. Trommer: <br /> As you are aware, it has been determined that destruction and replacement of the Robinhood <br /> Irrigation Well (RIW) is the most cost effective remedial action alternative for providing an <br /> Joaquin Delta College (College) with a long term irrigation water source to replace the RIW. <br /> The RIW was the sole source for irrigation of the College campus and was taken out of seIvice <br /> on August 21, 2000, by the California Regional Water Quality Control Board, Los Angeles <br /> Region (RWQCB), due to identified impact by petroleum hydrocarbons. The RWQCB <br /> identified the properties located at 5400 Pacific Avenue (Montgomery Ward site) and 5606 <br /> Pacific Avenue (former Unocal site) as the source of impact to the RIW. The RWQCB i sued <br /> Cleanup and Abatement Order No. 5-00-707 to Montgomery Ward, Unocal and the owners of <br /> the two properties (i.e., Surry California Limited Partnership and Stone Brothers and <br /> Associates General Partnership) to remediate the contamination and provide the College with a <br /> long-term irrigation water source to replace the RIW. The RWQCB also has requested that the <br /> RIW be destroyed and costs for its destruction have already been approved by the UST <br /> Cleanup Fund in a letter dated May 4, 2001. <br /> Siegfried Engineering, Inc. (SEI) of Stockton, California is the College's engineering firm and <br /> is the firm most familiar with the existing infrastructure of the College campus, e.g., location <br />
