The State Water Resources Control Board (SWRCB)
has requested that those sites where the CVRWQCB has become the lead agency be removed the San Joaquin
County Environmental Health Department(EHD)Local Oversight Program (LOP).
Previously, EHD inspection costs were invoiced to the SWRCB through our LOP contract so you did not have to pay
those costs. Since your site must be removed from the LOP,payment for the cost of EHD inspection time will be
your responsibility.
San Joaquin County Ordinance Code requires well permits be obtained from EHD whenever any type of well/boring
are to be constructed including those for environmental investigation and that inspections of the work be performed.
EHD must charge for the staff time spent inspecting and permitting these wells/borings. The current hourly rate
charged by EHD is$93. In order to process any future well/boring permit applications needed to conduct work
required by the CVRW CB,an account must be established with EHD. Enclosed is a Master File Record (MFR)for
you to complete and return to EHD with a payment of$279 (minimum 3 hours). This payment will be credited to your
account code for this site and is re wre a re a next well/boring permit can be issued. After the first three hours
of work, staff time on your site will be multiplied by the hourly rate, and you will be billed for the calculated amount.
The CVRWQCB will continue to comment, direct, and approve investigative and remedial proposals and EHD will
continue to process, issue, and conduct grout inspections as required by San Joaquin County Ordinance Code.
Please contact Michael Infurna at(209)468-3454 if you have any questions.
Donna Heran, REHS, Director
Environmental Health Department
Michael J.Infuma Jr., Senior REHS Mrg
aaret agorio, REHS
Site Mitigation Unit IV Supervisor
enclosure(to addressee only)
c: CVRWQCB—Jim Barton
C: SWRCB, UST Cleanup Fund—Mark Owens
c: SWRCB, Underground Storage Tank—JennifferJorden
c: Environmental Audit, Incorporated—Steve Bright
c: Gettler-Ryan Incorporated—Deana Harding
c: GHH Engineering,Inc.—Gary Hall
