Please check out my newly sent email to you this am that
just before I rec'd this one. Many of my VIEW concerns are included in it that may
not need additional comment here.
As for land ownership, have someone (Stone Bros?) send me a list of the parcels
with wells on them and include some approved access wording that clearly and
legally calls out we all have permission to access and drill there. If ok, then one
permit will do for all of the wells. I'm under the impression most of the former
Unocal wells are in the City right of way (sidewalks). You do not mention the City
of Stockton's encroachment permit.
And MW-13 on "Robinhood Property"? I need some verification that "Robinhood
Properties" and Sherwood Mall and Slurry Properties are the same. No mention
of Stone Brothers on the Assessor files for any these parcels.
As for the money, well, you've heard the old adage, no money, no permit. I can
not issue a permit w/o the proper fee. And I can not accept a boring/field
appointment with no permit issued. You are welcomed to submit partial payment,
but the EHD can not issue a permit w/o the correct fee. Also, if multiple permits
are needed, then plan on providing a $375 Inspection feel with each application
plus the $125 per well.
if your correct fee does arrive while I'm gone, some one not familiar with the site
will have to do the processing, assuming they are not already doing work for
others that are gone too. But you can continue to get all of this together and get it
to me. Chances are it'll just sit on my desk or the absent bosses desk until we
both return Jan 3 unless you and I and come to some other arrangement. Once
again, I strongly recommend you push the start date back at least one week to
allow for holiday time off and errors that may be made in a rush.
If the City is involved, that is an encroachment permit is needed, forget it. The
whole City shuts down between Christmas and New Years day. NO WAY you'll
be able to start it today and get it by Dec 23... ...you can call the City folks at 209-
937-8349. Reid Campbell is the fellow that handles drilling encroachment
permits.
12/21/2011
