The
pertinent variation is section 13.17.6. of the San Joaquin County Well Standards which covers destruction of
monitoring wells.Apologies for the regulation improperly cited, but the requirements previously stated still stand.
Nuel Henderson
From: Nuel Henderson [EH]
Sent: Thursday, December 08, 20114:19 PM
To: Mike Infurna [EH]; 'Josh Ewert'
Cc: Adrienne Ellsaesser [EH]
Subject: RE: 5400 and 5606 Pacific Avenue, Stockton - Well Destruction Information
Josh,
I have reviewed the well destruction requirements for the wells you requested in light of your technical
justifications to pressure grout instead of removing the well contents. The San Joaquin County
Environmental Health Department follows the California Well Standards on this issue, the controlling
circumstance being the presence or suspected presence of contaminants or pollutants in the area of the
wells in question. I have determined the following:
Wells VW-16, VW-19 and VW-22 do not extend to groundwater, which as you point out, is where the
contaminant contour line was drawn. The last PID readings for extracted soil gas/vapor from these wells
was 'non-detect'. The EHD will permit these wells to be pressure grouted.
Wells AS-14, AS-15, AS-17, AS-18, AS-20 and AS-21 have either soil data showing impact or PID reading
on boring logs that indicate the presence of impacted soil, therefore the contents of these wells must be
removed. You had a good point on the small diameter of some of these wells, but the EHD has determined
that an effort should be made to remove the well contents, and therefore will not approve pressure grouting
as the well destruction method for these wells.
If I can be of further service to you, please contact me.
Nuel Henderson
From: Mike Infurna [EH]
12/20/2011
