(ENSR,UNOCAL's consultant) called 31 January 2005 and <br /> requested a meeting with Regional Board staff, to introduce ENSR's Program Manager John Warren and discuss the <br /> status of the project. Prior to the meeting, I conducted a quick review of two documents received that day from <br /> ' ENSR, Updated Site Conceptual Model, Quarterly Monitoring and Status Report, Fourth Quarter 2004 <br /> Cr 6t(4Q2004 Report) and Ozone Sparging Bench Scale Testing Results Report(BST Report). In addition to the <br /> routine groundwater monitoring for petroleum hydrocarbon concentrations,the 4Q2004 Report provides the fust <br /> ' round of data collected to document existence of natural attenuation of petroleum hydrocarbons in groundwater, and <br /> recommends adding two additional air sparging wells to the Soil Vapor Extraction/Air Sparging(SVE/AS) <br /> Groundwater Treatment System(GWTS),to address deeper contamination emanating from UNOCAL's former <br /> station. The BST Report evaluates a Bench Scale Test conducted prior to a proposed pilot study involving injection of <br /> ozone into the aquifer formation,to enhance aerobic degradation of petroleum hydrocarbons. The BST Report <br /> ' requests a 60-day extension for submittal of a report for additional remedial alternatives evaluation, due to <br /> UNOCAL's decision to eliminate Ozone Injection as the chosen remedial alternative. <br /> ' Meeting: At 1300 hours on 1 February 2005, ENSR's John Warren,Ben Heningburg and Mark Nagle met with me to <br /> discuss changes in Project Management. John Warren, Program Manager will be the primary ENSR contact for the <br /> site. Ben Heningburg will continue temporarily in a supporting capacity. John explained that workloads were being <br /> ' shifted at ENSR to reduce caseload for their staff, in order to provide better customer service, and that UNOCAL had <br /> elevated the status of the project due to the complexity of the site. He said that they would continue to work with us <br /> towards site closure. <br /> I requested that the highest priority be given to restarting the failed SVE System, and secondly to addressing <br /> additional remedial alternatives to enhance reduction of contaminant concentrations. Ben stated that ENSR had <br /> submitted the application for the air permit to discharge to Granulated Activated Carbon (GAC)for the SVE System <br /> in the second week of December,but that the Authority to Construct(ATC) from San Joaquin Valley Air Pollution <br /> Control District(SJCAPCD) had not been issued. (In a subsequent email on 17 February 2005, Ben said the <br /> ' SJCAPCD inspected and approved the permit to operate the SVE System). <br /> ' California Environmental Protection Agency <br /> c Recycled Paper <br />
