' CLEANUP AND ABATEMENT ORDER NO. 5-00-707 .6 <br /> FORMER UNOCAL AND MONTGOMERY WARDS <br /> 5606 AND 5400 PACIFIC AVENUE, STOCKTON <br /> ' SAN JOAQUIN COUNTY <br /> ' Site Specific Investigation and Cleanup Tasks for Unocal Site Compliance Date <br /> 10. Within 30 days of Board staff approval of the selected Remedial Option, 26 January 2001 <br /> ' and receipt of required permits to constrict and operate the remedial <br /> system, but no later than 26 January 2001, Unocal is to implement and <br /> continuously operate,the approved remediation system, with the <br /> ' exception of periodic and scheduled maintenance. Any interruption in <br /> the operation of the cleanup system(s), other than for scheduled <br /> maintenance, without prior written approval of the Executive Officer, is <br /> ' a violation of this Order. <br /> Reporting and Permits for Unocal and Wards <br /> 11. Notify the Board and County staff at least two business days prior to any site work or sampling. <br /> ' 12. Obtain all necessary local and state permits prior to beginning work. Failure to apply for any <br /> permits in a timely manner, which result in missed compliance dates, constitutes a violation of <br /> ' this Order, unless permitted by the Executive Officer. <br /> 13. Submit all reports and correspondence to the Board's Sacramento Office,the San Joaquin <br /> County Environmental Health Division, Delta College, and all parties (or representatives) <br /> identified in this Order. Under penalty of perjury,the technical reports as directed, which shall <br /> be submitted to the Executive Officer of the Board and to the County, must be signed by an <br /> ' appropriately licensed professional (technical reports and plans,including drilling logs and soil <br /> and groundwater sampling, are to be prepared, signed,and certified by a Registered Geologist, <br /> Registered Civil Engineer, Certified Engineering Geologist,or Certified Hydrogeologist). All <br /> ' registered professionals must be licensed by the State of California. <br /> Quarterly Reporting <br /> 14. By 16 October 2000, and the 15th day of the month following the end of each calendar quarter, <br /> submit a quarterly progress report for the Unocal and the Wards sites that provides the results of <br /> ' remediation activities, groundwater monitoring and sample analysis, and site work performed <br /> during the previous calendar quarter. Groundwater analysis is to include TPHg, benzene, <br /> toluene, ethyl benzene, total xylenes, ethylene dibromide, 1,2-dichloroethane, MtBE,TBA, <br /> ' DIPE, ETBE, TAME, ethanol, and methanol. All analytes except TPHg are to be analyzed by <br /> EPA Method 3260B. The quarterly progress reports shall include: <br /> ' a. Groundwater elevation contour maps (shallow and deep). <br /> b. Groundwater flow diagram to document historic flow directions and magnitude. <br /> c. Hydrographs for representative shallow and deep monitoring wells. V <br /> 1 <br />
