ENVIRONMENTAL AUDIT, INC. , , <br /> a 1000—A ORTEGA WAY - PLACENTIA, CA 92870-7162, — 0 <br /> 714/632-8521 - FAX: 7141632-6754 <br />' October 13, 1999 <br />' Project No 1232 <br />' Diane Busalacchi <br /> Air Quality Inspector <br /> San Joaquin Valley Air Pollution Control District <br />' 4230 Kierman Avenue, Suite #130 <br /> Modesto, CA 95356-9321 <br />' SUBJECT- THERMAL OXIDIZER ANALYTICAL TESTING RESULTS <br /> Montgomery Ward Auto Service Center <br />' 5400 Pacific Avenue, Stockton, California <br /> Permit To Construct #N-4147-1-0 <br />' Dear Ms Busalacchi <br /> Environmental Audit, Inc (EAI), on behalf of Montgomery Ward & Co , Incorporated, is <br /> pleased to submit this report documenting the results of VOC control efficiency for the <br /> thermal oxidizer located at the above-referenced site (see Figure 1) Included herein are the <br /> field and analytical results of the incoming stream and combustion gases obtained during <br />' testing of the thermal oxidizer on October 7, 1999 <br /> The destruction and removal efficiency of the thermal oxidizer was demonstrated as 97 5% <br /> for TPH (see Tables 1 and 2), and above 99% for aromatic constituents (see Tables 3, 4, 5 and <br /> 6), which is in compliance with Condition 4 of the Permit to Construct We anticipate that <br /> during continuous operation, the destruction and removal efficiency will increase <br /> The total VOC emissions were demonstrated as 7 7 pounds per day which is in compliance <br /> with Condition 16 of the Permit to Construct <br /> The description of the testing is presented in Attachment A, and analytical testing _results are <br /> presented in Attachment B <br /> EAI is requesting that the San Joaquin Valley Air Pollution Control District issue a Permit to <br /> Operate the oxidizer at the site As discussed during our on-site meeting of October 7, 1999, <br /> EAI is requesting to use the calculated flow of combustion gases instead of measuring the <br /> effluent gas flow rate in the stack <br /> IPLANNING,ENVIRONMENTAL ANALYSES AND <br /> HAZARDOUS SUBSTANCES MANAGEMENT AND REMEDIATION <br />
