Corrective Action Plan
Montgomery Ward Auto Service Center, Stockton, CA
' 1.0 INTRODUCTION
Environmental Audit, Inc (EAI) was retained by Montgomery Ward & Co , Incorporated
(Montgomery Ward) to prepare this Corrective Action Plan (CAP) to remediate petroleum
' hydrocarbon impacted soil and ground water associated with the former operation of
underground storage tanks (USTs) at the Montgomery Ward Auto Service Center facility,
5400 Pacific Avenue, Stockton, California (Montgomery Ward Site) (see Figure 1)
Between August 1986 and June 1988, all USTs were removed from the Montgomery Ward
Site No USTs have been located on-site since June 1988 The Iead agency overseeing
work at the Montgomery Ward Site is the San Joaquin County Public Health Services,
' Environmental Health Division (County) The County identifies the Montgomery Ward
Site by Site Code 2163
In January 1998, EAI submitted an Interim Corrective Action Plan for the Montgomery
' Ward Site to the County which addressed only soil remediation, which, at that point in
time, was all the County had requested (see EAI, 1998) On March 2, 1998, the County
issued a letter to Montgomery Ward requesting that ground water remediation also be
' addressed Accordingly, this CAP addresses both soil and ground water remediation
The source(s) of ground water contamination beneath the Montgomery Ward Site has not
been conclusively determined The ground water data available for the Former Unocal Site
(see Figure 1) suggests that releases from the Former Unocal Site have impacted the
Montgomery Ward Site (see Section 2 2) Therefore, in EAI's opinion, effective cleanup
of the ground water plume can only result if remediation efforts are implemented
simultaneously by Montgomery Ward and Unocal Unocal closed its site and removed its
USTs 1985 A bank is currently located at the Former Unocal Site
' San Joaquin Delta College owns an irrigation well located southwest of the intersection of
Robinhood Drive and Pacific Avenue (see Figures 1 and 3) Petroleum hydrocarbons have
been detected in this well (see Section 2 3)
1.1 Purpose
The purpose of the CAP is to
o Summarize the environmental conditions and the results of Site investigations
■ Identify the scope and objectives of remedial action
I ■ Document the evaluation, screening and selection of remedial alternatives
■ Provide detailed information on the selected remedial alternative
1
Project No 1232
SAB WORD 1132CAP
