' Corrective Action Plan
Montgomery Ward Auto Service Center, Stockton, CA
In-situ bioremediation was considered inappropriate primarily due to the uncertainty in this
' treatment methodology and the time required to remediate the soils
Ex-situ bioremediation and ex-situ vapor extraction were not considered feasible due to
' significant amount of aboveground space that would be required to complete treatment
Therefore, excavation and off-site disposal and in-situ vapor extraction were evaluated in
greater detail as discussed below
Excavation and Off-Site Disl2osal
Based on the extent of impact, it is conservatively estimated that about 7,300 cubic yards
' (cu yds ) of vadose zone soil is impacted near the former USTs location and about 3,500
cu yds near the former fuel islands/dispensers The following is an evaluation of this
alternative
' ■ Probability of Achieving Cleanup Goals
The probability of achieving cleanup goals using excavation and off-site disposal is
' the highest due to the fact that it is possible to physically locate and remove all
impacted soils This is the biggest advantage of this method Therefore, the
maximum possible grade of 10 was assigned to this criteria for this remedial
alternative
■ Ease of Im lementation
Due to the size and depth of the excavation that would be required and the location
of the excavation next to the building, it appears that excavation down to a depth of
40 feet near the building will require major shoring in order to maintain the
structural integrity of the building Thus, excavation would be difficult and costly
Therefore, a grade of 1 was assigned to this criteria for this iemedial alternative
' ■ Availability of Space
Due to the location of the impacted soil adjacent to a parking lot of a busy mall, it
will be difficult to find space for temporary storage of over 10,800 cu yds of
impacted soil, until the soil could be tested, profiled and transported to an
appropriate disposal facility Further, some type of controls would be necessary to
preclude the general public from being exposed to these soils Thus, temporary
' storage of impacted soil on-site does not appear to be prudent Therefore, a grade
of 1 was assigned to this criteria for this remedial alternative
■
Disruption to F nlily Operations
Excavation activities will cause major disruptions (complete or partial shut down) to
services being provided by the auto service center This is unacceptable to
Montgomery Ward Therefore, a grade of 1 was assigned to this criteria for this
remedial alternative
Project No 1232 - 13 -
SAS WORD 1232CAP
